Lok Tin Yau (Wong Hei) had always wanted to be a firefighter when young as he was saved from fire once. His mother was worried and did not want him to be a firefighter for his safety. However, he managed to convince her. He joined the Pat Heung Academy with his childhood friends Ng Dai Heng (Chin Ka Lok) and Sze Tou Bat (Joe Tay).

Lau Hoi Pak (Louis Koo) was forced to become a firefighter since his rich father refused to give him any more money. Pak left his home with his brother Bou Bou who was autistic and went to Pat Heung Academy. Another character joining Pat Heung Academy is Sum Pik Yiu (Esther Kwan). Though she had an eight year relationship with her boyfriend, her life is not so smooth sailing as she experienced loss of job and owing of debts. She also discovered her boyfriend cheating on her along the way. In order to start her life afresh, she decided to join Pat Heung Academy to become a firefighter. At the Academy, all the trainees had to undergo tough training in order to be qualified firefighters.

Burning Flame (Chinese: 烈火雄心) is a modern action drama by TVB which focuses on firefighters. It was telecast in 1998 and was supported by the Hong Kong Fire Services Department. The opening and ending theme song were sung by Andy Lau and the drama won the Best Drama Series at the 1999 Asian Television Awards.
